On July 18, 2005, President George W. Bush and Prime Minister Manmohan Singh stood on the White House grounds to announce their intention to implement a civil nuclear cooperation agreement. To do so would require overcoming significant political obstacles in both countries and engineering major changes in the international rules of nuclear commerce. President Bush accepted these challenges, noting that, "as a responsible state with advanced nuclear technology, India should acquire the same benefits and advantages as other such states." For his part, Prime Minister Manmohan Singh promised that "India would reciprocally agree that it would be ready to assume the same responsibilities and practices...as other leading countries with advanced nuclear technology."

This document -- "Historical Outline on the Question of Swiss Nuclear Armament" is an English translation of an extract from a Swiss Government report "Historischer Abriss zur Frage einer Schweizer Nuklearbewaffnung". The original report is believed to have been authored in 1996 by Jurg Stussi, who has been described as the Swiss government's senior military historian.
