I. GENERAL

1. Military doctrine of the Russian Federation (hereinafter - the Military Doctrine) is a major strategic planning documents of the Russian Federation and is a system officially adopted by the State of views on preparations for the armed defense and armed protection of the Russian Federation.

2. The Military Doctrine captures the main provisions of the Military Doctrine of the Russian Federation in 2000, the Concept of long-term socio-economic development of the Russian Federation until 2020, the National Security Strategy of the Russian Federation until 2020, as well as the relevant provisions of the Foreign Policy Concept of the Russian Federation in 2008 and Maritime Doctrine of the Russian Federation until 2020.

China's National Defense In 2004, a White Paper promulgated in December 2004 provides valuable pointers elucidating Beijing’s national security concerns that drive its evolving strategic thought and policies – present and future – for the management of strategic forces. In the perceptions of the Communist Party of China, “The current international situation continues to undergo profound and complex changes ... New changes are occurring in the balance of power among the major international players, with the process of their realignment and the redistribution of their interests accelerated … Tendencies of hegemonism and unilateralism have gained new ground, as struggles for strategic points, strategic resources and strategic dominance crop up from time to time.”

 

China’s Narrowing Missile Gap Enhances Its Leverage

As recently as the 1980s the Peoples Liberation Army [PLA] operated on military doctrines that evolved during World War II and military means that preceded that war. It had become apparent to the Chinese leadership that the country’s political and economic evolution had far outstripped its military capacities engendering a credibility gap in the over all national power quotient that Beijing required to give it the means to play the role it expected to in the international fora. “A major strategic task of the Communist Party of China [CPC] in exercising state power is to secure a coordinated development of national defense and economy, and to build modernized, regularized and revolutionary armed forces to keep the country safe.”[1] In military terms Beijing “will promote coordinated development of firepower, mobility and information capability, enhance the development of its operational strength with priority given to the Navy, Air Force and Second Artillery Force, and strengthen its comprehensive deterrence and war-fighting capabilities.”[2]

Fifth Generation Fighter Aircraft (FGFA) / PAK-FA / T-50

A Russian project with Indian participation

 

The FGFA is being developed by Sukhoi, which is part of Russia's United Aircraft Corporation (UAC), with limited financial and technical participation by India's Hindustan Aeronautics Limited (HAL), under an intergovernmental agreement signed in October 2007. 

Introduction

Russia and India are jointly developing two versions of the combat aircraft - a two-seat version to meet the requirements of India's air superiority policy, and a single-seat version for the Russian Air Force.

 


Sukhoi has constructed three prototypes at the Komsomolsk-on-Amur Aviation Production Association (KNAAPO) in Russia's Far East. Flight tests of the fighter started on January 29 and are likely to be completed by 2010 when the Russian defense ministry and air force are expected to make a call on the project's future. India and Russia signed a preliminary agreement to jointly develop the fighter in 2007 and will sign a formal contract during 2010. India is expected to supply composite-material parts of the airframe, avionics and software packages for the aircraft.
